I was thinking local businesses could set aside a few marked spaces at the far corners of their lots: close to the road, far from their buildings.
These marked spaces are assured against towing as long as one picks up their car by, say, 10pm.
Benefit for the business owner is reduced real estate tax on the space he's lending. But he still has to maintain, plow, etc.
A store owner would have the benefit of candy bar and soda traffic while one party waits for the other.
These PNRs will be registered online and on maps along with the big boys by interstate interchanges etc.
