Yes, it could be.... but to create that kind of foam in a fill neck, you would need to fill the anti-freeze on a weekly basis.. no..??

The reason why I mentioned that is because I have some experience replacing the gm 3100 intage gaskets. Some had bigger leaks than others, some had more foam than others. Alot of people go to jiffy lube, get topped off, and never notice a small coolant leak thats foaming up their engine and wearing out their bearings.
