This is about pedestrian safety on cars not sold in North America, as such it should not affect you unless you walk the streets of Japan without regard for cars.
Should say these were tests conducted in 2014, 2015 and 2020 so this has been going on for a long time and this issue isn't a sign of a recent downturn in ethics - it's chronic.
