Lowest Viscosity Index 10w30

I’ve never seen “cleanliness” in API Annex E but no doubt it appears in some form in many licenses or approvals.
Well, it's part of ILSAC. All conventional and synth blend oils today cover ILSAC GF-6 and GF-7, right?

I'd say ESP 0w-30 has a 99% chance of outperforming all 10w-30's off the same walmart shelf in shear resistance and noack even though it's a 0w. It has much better polymers and a base that can naturally require less polymers at the beginning.
Does it resist viscosity breakdown better than a good 10W30?
 
I meant within the synthetic oils and I meant viscosity index. Trying to see if 10w30's VI can shed some light on base oil and how much VII would be present.
Here are two 10w30s that meet API FA-4. The Delvac offering also meets SN.

I never would have guessed that. I guess a person has to change his own oil or go to the dealership for something like ESP 0W30.

What do they charge for an oil change using that oil at the dealership for your car?
I’ve never heard of any dealerships that would use ESP. You would have to buy it yourself and bring it to them, or just DIY.
