Lower insurance cost vehicle?

I am looking for a used car for my daughter in Ontario, Canada. I was looking at a 1991 Civic EX. When I called my insurance company to get a quote they said that the civic has one of the highest rates of all small cars. They told me it would cost her $3500. for the year. She is 21 years old with no tickets or accidents. I couldn't believe the cost. They said that they could not disclose the vehicles with lower rates. When asked why they simply said company policy. So... to that end can anyone tell me which small cars have a lower insurance rate? I am looking for something that is at least five yers old but reliable.

I know from experience Saturns are some of the cheapest vehicles to insure.
 
Generally 10 years or older Domestic vehicles are cheaper to insure. I was a young driver not that long ago and it cost me a fortune for my Civic. I then bought a Ford Tempo and it dropped almost in half!
 
How about 2002/2003 Ford Escort? They weren't very popular, so maybe the insurance rates are lower. The Escort wasn't a bad car.
 
Canada is much different compared to the US. My friends live in Northern Kentucky and are younger than me and pay about 1/3 what I pay here... They drive a brand new car (2008) thats worth $50,000 and I drive a $30,000 car. My friends wife even had 2 her fault accidents and I haven't had any!
 
Have her jump up to a Taurus and the rates will be lower. Still have a vehicle that gets faily good MPG (high 20s) and safe.

Being reliable is another subject. Mine never left us on the side of the road, but did require head gaskets @ 61k and 108k. Sold it after the 2nd set. It is running great now @ 160k with the new owner.

Insurance is a racket. Don't get me started...

Look at 4 door cars that young people don't drive. My buddy bought a '91 Stanza because of insurance costs when he lived in Ontario. He had a poor driving record and a Cavalier would have cost him about $10,000 a year. The Stanza was around $3500 per year. It had a 5 speed and was actually a nice car to drive.

Come to B.C., Sask, or Manitoba and you would feel diferently.
 
Sorry I should have said Ontario. I have realtives in BC and Manitoba and didn't think about that for a moment. See their goes us Ontarians, thinking we own the country! FORGIVE ME PLEASE, for it's the politicians in Ottawa that make me think this way.

If you outright purchase the vehicle, consider PDLP-only insurance. Otherwise the comprehensive and collision will eat her alive every year. The first year I owned my Sunfire (21 y.o.), I was paying $370 a month for the "big three" in insurance. Keep in mind, this car is a base-model, power-nothing, five-speed, four-door slug.
 
When my daughter turned 16 I asked my agent which cars are expensive to insure. He said Cavaliers, Neons, Grand Ams are the worst. Taurus, Crown Vics, Buick anything are the least expensive cars.
 
If you want low insurance rates you need to buy an "old-man" car, like road rascal just listed. The money you save on insurance may easily pay for the extra gas burned by the Crown Vic. The real trick is to sell this concept to your daughter, who certainly wants something fashionable.
