I'd hope that the crooked ones would tend to straighten out in use due to stresses imposed by the way they fit in the housing, combined with being soaked in hot oil. In my car, the housing surface that seats against the end of the filter seems to be rigidly perpendicular to the center tube on one end, and only slightly free to tilt at the other end. When the centerline through the filter isn't square with its end surfaces, something has to shift or there could be gaps through which oil can bypass.
