That is a possibility but I've only seen it once. The locks were an exotic design and weighed twice that of the lug nuts.
My brothers gf had the wheels on her Trans AM stolen twice in the driveway.
The Chrysler dealer I worked at had dozens of whole sets stolen over the years. The Jeeps were the favorites.

They are close to the center and have less effect. None at all with a dynamic balance on the car.
