This is clearly superior to Florida's routine pay out in their version.

The jury is still out on tornado alley. It pays out big ..but only to a few at a time.

Cali gets most of the modern day plagues... forest fires, droughts, muslides, earthquakes, frozen crops, snowed-in mountain passes... stuff if you get it, you lose.

Environmental lottery= living on land that's generally nice 50 weeks a year then getting bailed out by those living in more mundane spots when TSHTF.
