Yes, Shell bought Pennzoil-QS in 2002:

As for using different base oils... hard to say, but some of the Pennzoil branded oils in the US are repackaged former Shell oil, like the Pennzoil Platinum Ultra 5w30 Euro Formula which is a relabeled Shell Helix Ultra.

And Quaker State Q Diesel Plus 5w40 is almost certainly the same product as Shell Helix Diesel Plus 5W-40.
 
What I don't understand is why this is coming around again? Ford gave this press release back in March, when it was a topic of discussion for a while back then. Is Lansing that far behind the times?

I talked with one of those Tundra mechanics today. These trucks work in the California desert and service communication towers which are placed without reguard to vehicle access which makes for some tough roads and generally tough conditions. Over 20 years these mechanics have tried every oil, additive, filter, bypass and regular and have reduced things to a system. They use large air filters with prefilters and toilet paper bypass filters but they claim the single best modification is increased sump capacity. They have some Toyota Land Crushers with the inline six engine that are alive and doing well with these mods and the sump capacity is 12 quarts. The oil they use is never talked about on this forum, Chevron Supreme Synthetic 10w30, and it handles the job at a very good price. They were using Mobil 1 but switched a few years ago based on a hugh price hike and some wear numbers that were a little higher than the CSS oil. No flames please, I think that M1 is a good oil but no oil can be the best for everything and I don't care what name is on the bottle or how good the oil is, it has to be priced right, too.
