I'm looking for a filter for a gen 1 small block chevy with a 13/16-16 thread and a gasket with a larger diameter gasket than 3.563. The fram ph5 has that gasket o.d. but I have a small chip on the gasket seat. Is there such a thing?

Not that I'm aware of. I've seen SBC's with damage where the filter seal goes. I always assumed that somebody used a screwdriver to shred an oil filter and dinged the block in the process.

I wonder if you could clean the ding up and put JBWeld on it, let it sit and dry then sand it smooth?

I'm not sure what your trying to accomplish with a larger diameter gasket... To get over the chipped area so it will seal properly?

What is the OD and ID of your filter base (on the engine)?

Is the sealing surface damage that bad? Do the normal filters leak at the gasket now?

Yeah, that's the crazy thing. I saw the chip when I built the motor in 2009 but just let it go. It didn't leak then. I pulled the motor out of the car and put it in a truck that was being built. After about a month of sitting I motored the starter for pressure, It was leaking then. After that I changed the filter, leaked. I changed it last night, to crank and run the truck, filter [censored] a stream while the truck was running. While I was changing the filter this last time, I saw the chip and said "[censored],if that's what's causing it to leak, then why didn't it leak in the Nova?".
