Unfortunately, in too many instances, good work is rewarded with more work. Incompetetence is rewarded with less responsiblity at the same or increased rate of pay.
We have the greatest difficulty in identifying and dealing with poor performance. It will be the downfall of any business.

Try being in government. I'm military but had the misfortune of working with some civilian employees that were horrible. One lady showed up and immediately filed complaints against everyone around her. A real sociopath...and worse she had no actual skills. She was a transfer from another agency and embellished her resume/skill sets a bit. By getting her complaints in first, she made any efforts to hold her accountable for lack of performance seem like 'reprisal'. The supposed human resources experts were useless in helping us deal with it. What we needed was a psych eval...which I'm sure would be an illegal violation of her rights.
Should have checked her out more closely before hiring; however, my guess is that her previous bosses would have told us she was great just to get rid of her. After a year or so she left us (with a raise in grade) to go to another agency and start the cycle all over again.
Not getting her canned was the biggest failure of my career for sure...but thruth be told I'm just happy I never have to see her face EVER AGAIN.
