"Laquer Chipped" Paint on Hood and Roof and Trunk

Is there ANY Hope to get my Paint back? It has held its color, but the portions i described are.. "Weathered." Rain doesnt "Bead" off them at all it spashes and absorbs.

I have a tub of Turtle Wax Rubbing Compound, it is Brown and creamy. I rubbed it on a very small portion, and the Sandpaper and cracked paint that has kept its Color and lost its Finish (car was not maintained) felt Smoother. This lead me to believe there is Hope.

Some people tell me that a nice Polish/Wax Combination product from Meguiars, applied with a Rotary Buffer, put on "Right after" washing off the Rubbing Compound on the affected panels of the car as Some of it is still a shine, will restore it and that a few applications of this will get its Protective Coating back.

The paint feels slightly bumpy and sandpaper-ish, its hard to explain. I dont know if it is "Oxidation" or just old. I had a Body guy rub the hood and tell me its "Laquer chipped."

What to do?

If China cracks are present its too far gone. If you know its solid laquer, if its a solid color get a heavy compound and take a buff the xxll out of it with a wheel. progress to a finer polish. It may gloss up for you a bit. Metallic paint probably will not come back.
 
You need to describe the finish better. if clearcoat or color is dead & flaking off , it needs to be stripped or resealed & refinished.
