2009 Kia Rio SX with 101k. Will not blow hot or cold air. AC and Recirculate button lights are flashing. Blower motor fuse is good. Any ideas?

You'll have to determine if the clutch/compressor is turning and a set of gauges to check suction/discharge pressures. Could also be a low or complete loss of refrigerant. More info is needed.

Factory Scan Tool will tell you the stored codes in the module, that would be the best place to start.
Did you try with the AC compressor off?

There are too many things we don't know. Since it's an 09 it's highly likely that HVAC is integrated with the rest of the vehicle electronics. Off the cuff, I would first look at the HVAC control module and it's bus communications...but that's a wild a$$ guess.
The HVAC is intermittent. Sometimes blows, sometimes not.
