Is this severe enough to warrant replacement

Just bought these tires 2 weeks ago. Ugh!!! Anyway we we're driving and all the sudden they had a piece of the parking lot all messed up from construction. There wasn't any signs or warnings and how it was set up it was impossible to see. So would you have to replace this or can I just rubber cement the loose chunk back down and go on my way?

Yes please do cement the rubber down, hit the highway, have a blowout, your car veers into a gasoline tanker truck, the truck explodes and crashes into an elementary school, killing 200 children. But hey, at least you saved $150 on the cost of a new tire.

Ah yes, the infamous Ford Pinto-Bus wreck of '73. Fun Fact, they had to stack the kids like 2x4s to get 200 on the bus.

What if his car veers into a van full of terrorists and saves the world trade center because he's a time traveler, then at the last moment he travels back to Ford Theater and stops the Lincoln assassination? $150 was a lot of money back in 1865!
 
These are new tires not used. I thought that maybe that was cord I could see wasn't exactly sure.

The exposed "belts ... " are typically polyester. They won't rust. The steel is only under the tread portion.

My eyes might be getting old but that tire looks horrible for a new tire.
 
It's hard to tell how deep it is for sure (from the pic), but looks pretty minor to me.

I have a one plus 6t the camera picks up everything. They really are only 2 weeks old.
 
In the ideal world it should be replaced. But in the real world, I have seen tires in that condition last for many many miles without incident. The decision is yours...
 
I am pretty sure those are polyester cords. I was originally thinking of rubber cementing the portion of the tire mostly for aesthetic reasons. But also just to seal the "wound"
