Most California drivers appear to have suffered too much sun. I've lived in SF for 11 years and have put a total of a couple 100k miles on my cars here. Before that I lived at the East Coast and nowhere have I seen people drive as idiotic as here in the Bay Area. Mellow? People go 60 in 25 zones here, don't use blinkers, don't stop at stop signs, and are generally on the phone. But you're right the East Bay is worse.

And for the person going down, all they have to do is lift off the brake pedal to get moving downhill again, if they had previously stopped.
 
Pete, maybe our European road laws take common sense into account. I've pretty much given up here in the US. When in Rome do as the Romans and all that. Imagine we didn't have those speed low speed limits here. The result would be catastrophic. ;-)
 
Jimbo, Rome is nasty. Of all metropolitan areas in Europe, Rome surely stands out, and not in a good way. And now they got those electric golf carts zipping through traffic around town.

Believe it or not but there is an intersection shaped like that in the town of Hamptonburg in Orange county NY that is unprotected. When I was a volley fireman my dept responded there a few times for mva's. Thank God no one was killed. I do recall one driver saying that he thought the other car had the stop sign because he didn't. It was a rarely traveled road so accidents were few. I made a point of driving by there today and it is still unprotected.
 
I've driven in Rome, and that is a unique experience. You had better do as the Romans do or you will crash in the first block out of the airport rental car lot. Cars move down the street door handle to door handle, regardless of lane striping. I also saw three lanes of traffic turn left together, with no traffic signals or lane markings allowing it.

I have never driven in NYC, but Philly was an experience in "brotherly love" with heavy use of the horn, yelling, finger "signals", etc.

CA motor vehicle code (and probably most others too) sez the car going down hill yields.

A hang over from when cars all had drum brakes that worked better going forward, and starting on a steep hill in under powered vehicles was rough on the clutch.

That is the law in my State and I assumed it was universal for all countries that drive on the right side.

I've only ever had Tenn. and International driver's license. Where stop signs are placed here, that seems to be the convention, regardless of the grade.
