That is why a great mechanic will follow the drive cycle and get the On board readiness monitor to run again and making sure it succeeds before calling the repair done. If you do find such a mechanic, marry him
I believe NY state (and almost all, including CA) allow 2 incompletes for MY2000 and earlier. CA was lone holdout for a while but now it too allows 2 incompletes. There is still one gotcha if your car fails the test for *any* reason; the retest has to have your cat efficiency test completed, otherwise you fail the retest.
Given that demarpaint's vehicle is pretty new, I know that he does NOT get 2 incompletes :-( I *think* he is allowed 1 incomplete but I will have to look up the NY emission website.
Also the monitors have relationship i.e. some monitor can only run if some other monitor has completed successfully. Hopefully, no other monitor depends upon evap completing successfully.
