How would this happen on a newer car?

Dropped the Tiguan off to get it's entire driver side repaired and this was what I was greeted with on the hood. The shop is repainting the hood for free as it wasn't in their "before" photos.

Their explanation and my thoughts as well. It got under a rock chip. Hell I bet I even know who it was as some guy was eyeing me and shop foreman the entire time.

My experience with VW paint quality from the 2000's not withstanding but ya...the SO is annoyed...so extra work for me.
