How to repair porch railing

Hey everyone. So I'm not a carpenter and I hate to redo this entire thing given the cost of lumber currently. The railing is very wobbly how could I go about repairing this? Would I be best to just remove it or can it be repaired? It seems to be loose where it meets the concrete. The bolts into the concrete seem tight when I slid a wrench on them though.

If the post support brackets are not tight on the wood, you might have rotted posts. If the stand-off brackets are loose, the bolt might not have good seating in the concrete. I recommend at least taking the loosest post off and inspecting the concrete and also the condition of the bottom of the wood post.
 
Do as @KGMtech said. The nut on the anchor bolt, holding the offset to the concrete, could be loose. The wood screws that attach the posts to the offsets could be loose. You may need some slightly bigger and longer wood screws to replace the old ones. Get on your hands and knees and have someone rock the posts. You will see what to do. Are those posts cut out for lights? If so, you may have internal rot.
 
It doesn’t look bad. Can you unbolt the whose assembly from the concrete brackets and investigate?

so it’s wobbly because it is moving at the bottom? Just the top? What looks like it’s moving?
 
The bottoms are definitely wobbly but the nut I could get my wrench on at the bottom wasn't loose. The internal of the post is hollowed out for electric.

Looking at the cut out where the lights are I suspect you might have water going in and rotting those posts from the inside. Surface mounted lights would be better. They make some nice small led lights that would work.

My guess is that the posts need replacing. The rails look good.
 
So the plates that bolted it to the concrete were the main issue. After really looking at it the posts weren't hollow, they were carved out and had a hole just big enough to run the wire through for the light. The had covers on them but most of them were broken and gone.
I took it all down and redid it. My first wood building project ever actually. I think it turned out ok. I do plan on painting it but I put the lights on it to get the idea of how it would look. I also need to get a few more lights but here is how it looks so far.
