how to clean PCV Valve?

Carb cleaner in an aerosol can.
If you don't mind waiting overnight Berryman makes this really nasty caustic parts cleaner called Chem-Dip carb parts cleaner.

I don't like dealing with chemicals so I replace them with an OEM valve if available.
 
Do PCV valves ever need replacement these days? I remember replacing them every year or two back in the 80s and 90s when they were $2 each and easy to replace but in all honesty I never had one that didn’t rattle when I checked it. I haven’t changed a PCV valve since probably 1995. I still have the original PCV on my Civic with 260,000 km on it.
 
Replace it. I don't even bother with the suck and blow test anymore. The rattle test isn't definitive of a working valve. It just indicates that it's not caked up.
