Heck you could make any kind of hydrocarbon fuel or lubricant from CO2 and water if you put enough time and energy into it.

Yes. And you used the magic word - energy. If one is truly committed to it, all it takes is energy. The talk is that in a future where there's very little naturally occurring petroleum left, the only alternative for certain vehicles (i.e. aircraft or perhaps classic vehicles) would be something manufactured from available hydrocarbons.
