Path of least resistance, that hole is covered by the leaf spring assembly or the ADBV, the filter media is sealed by the plastisol glue on the end cap. Honda buys 13 million filters a year from FRAM, going on 27 years of production. Apparently they are quite happy with the filters.
For the OP, the filter is rated for 10k or yearly changes. They are very inexpensive, you should not go 20-25k between changes unless you switch to XG7317.

Agree that it would t go anywhere. The leaf spring and adbv overlapped the center tube and everything was put together well.

The hybrid gets a new filter every time due to OCI length. Our van gets every other because the OCI tends to be around 5k.
