Guess what happen in my town today...

you’d think there would be some avenue for emergency services to relay the message from the semi to the rail line to try to prevent this.

Probably not legal, but better than an accident. Laying a piece of metal across both rails or connecting them with a wire should send a signal that the track is potentially blocked, similar to the way a continually tester works.
 
This seems really obvious, don't start across train tracks unless/until there is room for the whole rig on the other side. Even in a car, you do that.

And yes it would be crazy to try and drive through a town without the police blocking for you. Every turn you're going to need all of both sides of the road.

I know a trucker that just got fired and is probably going to see some serious DOT fines, state as well as federal.

Then hope that the engineers who designed the traffic signal were smart enough to put vehicle detection on the far side of the tracks, otherwise that light ain't never gonna change.
