governor stuck on carburetor?

I'm still not sure what to do about this thing. He's tinkered with it too much trying to fix it himself. Missing bolts and stuff like that. Drives me nuts. I'm just going to take the carb completely off and see if I can free up the governor on it. I'm hoping it's just stiff on the carburetor side and not something screwed up inside the engine.

It sounds like the governor spring is missing or installed in the wrong hole. I did a quick Google search on Generac 407 carburetor governor and found this:

I think it floated a valve and bent a pushrod or something when it over reved to god knows how fast. I can't even get it to run by squirting carb cleaner in the carb throat. It did have some serious valve clatter to it when it was running after that.
