Never heard of them either, but they look evil. Back in the day, all my family ever used was Sears Guardsman snows. I think I still have a set of studded ones under the deck.
 
That is a grey market tire not meant for sale in the U.S..
Who cares if it has a DOT marking or not.

It's a tire that is marketed by Canadian Tire.

If you ruin one, there is a good chance you'll never find a replacement unless you don't mind a trip into Canada.

Don't trust what your tire dealer says about finding a replacement if needed.
 
They are available at Sullivan Tire, the exact name is the "Goodyear Nordic Winter Radial HT", size P215/75R15.
 
For a grey market import, this tire is pretty readily available.
In a size that would be appropriate to our older Accord, Belle Tire offers it at $65.00 per tire, which is pretty cheap for a winter tire.
It's S rated as well.
 
I have a set on the Mazda. They are the worst winter tires that I have ever used. They are quite noisy and do not handle very well with icy conditions. I have had them for a couple of years and I am in the process of replacing them with a better set.

Don't skimp out like I did and buy these tires. Spend a little more and get a good set. I will be replacing them with a set of Blizzacks which I have used in the past and love.
 
I guess that does away with my thought that these would be good winter tires at a really low price.
The old saying goes that if you buy cheap you get cheap.
This isn't always true, but appears to be in this case.
 
I expect ANY snows to be loud (don't really care), and if they're bad on ice...well, they look studdable.

The 3 sets I've bought of the ones in the first picture were studdable, but here its illegal to do so. The second photo is their replacement and costs alot more at Canadian Tire than the old ones.
They do work very very well in snow, like you can almost ignore 4" of fresh snow on pavement or gravel, and in packed snow they work well too as they dig if you spin, not polish an icy spot, or slide along the surface. The serrated shoulder is also excellent for gripping if you do get sideways, it helps the tire rip down into the snow.
They aren't great on ice or on wet pavement, especially as they age, but I found them still better than all seasons, you just have to drive on the snowy parts of the road, not the icy ones if you have a choice.
I've put around 40,000 miles on them on the Tracker including a summer and they still have 2/3 tread depth, so I'm running them this winter and next maybe summer and then they are done, as they are 7 years old now and getting a bit cracked.
IMO they are a great budget snow tire and mild off roading tire, that doesn't really care if you run them in the summer too.
I was going to buy a set for the Focus but the prices are now ridiculous at Can Tire so I went looking for other tires. At $65 each, I would buy another set for the Tracker today expecting to run them until the Tracker is done.
