Not in Indiana. Some local chains and independent stations may stick with non ethanol gas but any claims I've read of big name chains avoiding ethanol must be old because none do now. The subsidies are too good to pass up.

The oxygenate mass requirement is less than 10% ethanol. The 10% of E10 comes from the EPA mandate. Some areas oxygenate with ethanol at the minimum level: E5.6. The MTBE ban is not federal and not all states have banned it.

Since boats are not very efficient and some fuel goes into the water, how was the use of MTBE in boat fuel not banned from the start?

In 2006 maybe. In 2010 I'll be surprised if there is even a single automotive gas station left in Michigan that provides E0. You don't need an accurate measuring device to test for ethanol. Any see-through bottle with marks on it will work. I use an upside down Redline SI-1 bottle. Add a few ounces of water up to any mark. Shake in some gas and if the water line rises there's ethanol. Dispose of the contaminated gas in the intake.
