I can remember living in a homeowners association for about 1.5 years back during the late 1990's when I was busted for changing the oil in my little Honda CRX. The townhouse association wrote me a nastygram and reminded me of the rules.
From that point on, I did all of my maintenance at 2 am during the mornings when I had arrive for duty at work at 4 am. Old people get their sleep at night. Performed a couple of tire rotations and two oil changes before I finally moved out.
In any case, good luck. I think you can get by with very basic maintenance during the wee hours and escape notice from the old people.
