Fuel system issue question - '93 Shadow 3.0

My ex had a 5MT Sundance when we were married, with the 2.5L NA. It had the pep reminiscent of my dad’s CRX SI, though without the handling. It stickered for under 10k new, with AC and an add-on sunroof. It was very nice car and fun to drive for certain. It ate up highway miles very nicely and did not lack for power!

As for the code 21
21** Oxygen sensor signal Neither rich nor lean condition is detected from the oxygen sensor input.
or
02 sensor shorted high Oxygen sensor input voltage maintained above normal operating range.

These were great cars at the time, people really liked them and they were very reliable.
