Yep. They finally got their act together security wise.
I think the lines of thinking were, "Our OS in inherently vulnerable because we build in so much backwards compatibility along with interoperability with a multitude of other hardware/software/enterprise solutions that we're always going to be open to exploit. We're also the biggest kid on the block and thus a prime target, so lets provide a top notch AV solution for free (to small businesses as well) and cut the head off the snake before it gets onto users systems."
OS X doesn't have that problem because Apple doesn't worry about backward compatibility as much and some of their OS updates to my knowledge have even broken or disabled previously available features on older hardware. Their market share is also smaller providing a less inviting target.
Likewise, Linux is a smaller target and the community also doesn't necessarily care about backward compatibility (see lib updates breaking previously functioning software and screwing up hardware support in many instances.)
