Wix uses a coil compression spring, however baseplate is not the same as the Wix equivalent filter. I'd say find most common application might find who makes this filter.

The filter came shrink wrapped and then put in the fram box if that helps narrow it down

yes but my car leaks/uses oil so i add a quart every 1-3 weeks. I never kept track of the oil usage over a set mileage so i dont know what it is.

I think that's a standard Fram date code format. Looks like 219th day of 2016.
 
More evidence not a Fram made filter, "shrink wrapped" and Hecho in Mexico. Never seen a standard orange can shrink wrapped and all standard orange cans are made in the US.

Evidence for Fram made filter, as noted orange can with Fram name on can and happens to use Julian date code.

Evidence of an outside sourced OPE filter, metal endcaps, attached dome bypass, louvered centertube, shrink wrapped, different than any other orange can baseplate and Hecho in Mexico. And very likely, low volume seller.

Also linked thread* with aforementioned other outsourced Fram OPE filter, confirmed in last comment in thread. Note 'similar' construction features, low volume seller. In that case box was also noted to say "manufactured for" Fram. As mentioned there, source is the primary application supplier.

I would also like to point out the filter housing steel was much tougher than i was expecting but i don't have anything to compare it with as i never paid much attention to filter steel thickness before.

Metal end caps; coil spring; pliable ADBV; decent media. Doesn't leave much for the Fram anti-faithful to work with; what's left for a hater to hate?

Not what I expect from Fram, maybe they farmed it out to a higher quality manufacturer because they were

unable to meet the tractor specs.
 
The equivalent Baldwin/Hastings filters have a different looking/design baseplate. Also afaik majority Bald/Hast made in US. The baseplate design most similar to Champ, however as noted they generally use a flat/leaf compression spring. Linked is xref to topic filter if comparison to other equivalent filters desired.

Also low volume sales as confirmed in prior posted link for other OPE filter most likely only reason. Not enough sold for Fram to put the application into production. Another example is the Hyun/Kia cartridge for 3.3L engine. The Fram EG CH10855 is the Mahle made oem cartridge in a Fram box.
