For bad roads, is a stiffer suspension better?

The Jeeps "problem" is alot of unsprung weight with the solid axle which makes suspension tuning tough to make comfortable on really rough roads. If you really push it in the corners on rough pavement eventually the loss of road contact will make handling go bad...
As an aside, anyone have a solid axle vehicle handle washboard well? My tracker did ok for the first year or two but now the back axle likes to impersonate a basketball on washboard.
