Would this design be more likely to collapse in high wind? Being that the frame is opposite of a normal umbrella?

I don't think rigidity would be much different from a conventional umbrella. The advantages of the design are obvious: won't be wet on the outside and won't drip on the floor when folded and will allow the umbrella to fold upwards away from you, which will make ingress and egress out of vehicles while deploying/folding the umbrella less awkward compared to the traditional design.

This province has a very strange culture. No matter how horrible the downpour is, if you have an umbrella, people will look at you like you're from another planet. That contraption would elicit a lot of attention.

I'd like it because I could get more of my head into the canopy, so rain coming down at an angle wouldn't get me wet until it's further down on my body than with a conventional umbrella.

$203 from a direct from Japan shop. Will pass.
