Pretty slick really. Older People (yeah....me) still think sometimes it's necessary to read and type in a URL. They probably have a juicy ton of victims

This was last week...I don't remember the company name......crud. I bet someone turned them in.

Typically hackers would want to avoid mail fraud and letters are very traceable, all mail is scanned in the USA before it reaches our homes.
If it's about "Change Health Care" it's legitimate and a web search will show that. I just started a thread on it.
