All tire places charge for this stuff, but Discount Tire charges more for these services than anyone else. By the time they get done charging you all of their fees you aren't getting such a good deal. You're much better off ordering your tires from the Tire Rack, pay the shipping charges, and then take them to Wal-Mart and have them install them. Doing this, I got all 4 of my tires and had them installed for a total price of just $267.
Well I have both tirerack.com and my Discount Tire invoice in front of me so let's see how we do.

Tirerack:
Tires=288.00
Shipping=56.08
subtotal=344.08
Installation=?
Total=344.08 + ?
Discount Tire:
Tires=356.00
Disposal Tax=22.00
Installation=55.96
Tax=28.52
Total=462.48
So for the tirerack route to break even you would need to spend 118.40 (24.10x4+22.00) on installation & disposal. As far as I know law requires they itemize the environmental fee even if they quote it to you all together.
I'm sure you could do better than 24.10 per tire installation. Therefore, the tirerack route DOES save you money IF you don't mind waiting for the tires to show up and schlepping them around on your own after that.
I myself do not mind paying a small premium to have Discount Tire do the work as I have been dealing with them for almost ten years across several different shops and I have yet to be mistreated. I wish I could say the same about buying tires at Firestone, Sams or Sears.
