Do I need a grommet when running wires through a plastic panel?

Can I add heat shrink around the wires where the wires pass through instead?

A grommet does a few things for wiring, not just short protection. It prevents pinch points, chafing and allows slight movement if needed. If there is sufficient room for the wires to do all those things, shrink tubing will work fine.
 
Some people will have heartache over it but it should be fine. It's so close to the 'part' that there can't be much movement but just for good measure, put a zip tie on the other side, behind the panel, to keep it from moving. Make the heat-shrink longer than needed on the other side and double-layer it if you can.
 
Its the sharp edges that could cause any issues.

What you have shown, I wouldn't be concerned about.
 
I'd use a rubber or silicone grommet and a braided Flexo Kevlar cable sleeve. Probably overkill but why not?
 
Plastic can rub a wire raw like anything else..

That said, the grommet gives a finished look. But, if the wiring harness doesn’t move and is secured with anchors of some sort (push pin plastic “Christmas tree” fasteners or even adhesive zip tie loops), it will probably be ok.
