Defective SuperTech Filter?

I found this odd looking SuperTech ST5 while perusing the oil filter aisle. Anybody have any idea what happened to this thing?

I've never seen a plate like that before. I've always stuck with Fram and Supertech filters, so I guess I'm just not used to this design.

Anybody know the purpose of the extra plate? It seems pointless to me, but it wouldn't be there for no reason.

When ecores first intro'd by Champ they didn't have the extra plate. Later Champ added the plate they said to make installation easier in difficult to reach/see locations. That as opposed to the protruding thread boss alone without the plate. Without the extra plate the baseplate looked much like the "Fram" on the right in the link below*. Ironically the "Fram" in the link has a Champ Labs baseplate without the outer plate.

It's old ... date code Jan 17, 2018. Old Champ Labs design.
 
It appears that perhaps the ADBV is missing? But, not knowing the application(s) it may not be required.
It's in there, it's just not lined up with the "beauty plate" holes. Haven't seen that extra plate on one lately, must have been a cost cutting casualty.
You can see the ADBV through the base plate center hole looking down into the center tube.
