Not made by PGI ... middle man is Highline Warren which has no connection to PGI.The new M1 filter is now made by PG, so it’s basically the same as a Carquest Premium filter (at a higher price point though)
Highline Warren told me on the phone the new Mobil 1 is 99% @ 20u. The 99% @30u was for the M+H made Mobil 1.Is the filtering efficiency the same? Mobil 1 has been 99% at 30 microns for a long time.

The new Mobil 1 may be made in some of the same factories that PGI uses, but PGI has no connection to the Mobil 1 filter.

That's what I had to do too. I changed my oil 2 weeks ago with a CQ Premium and Valvoline 0W20 and AAP did not have the filter on the shelf. I asked for it at the counter and the guy brought one out from the back. I opened the box and checked it out before paying for it though. It was $39.00 and change for the oil and filter deal, which I think is not too bad of a price, for a parts store.Forgot to mention, my local AAP didn’t have the Carquest Premium on the shelf.
I asked, and they said they don’t keep it on the shelf because they don’t market them to retail customers. They market them for their fleet/commercial customers (who probably get a better price than what I paid).
So, if your local AAP doesn’t have it on the shelf, you can ask. They may have them in the back.

I think he guy wasn't feeding you a line. Anyone can buy the Carquest Premiums on AAP's website, even use a online discount code. My local Carquest keeps all of their oil filters in the back. In fact, the front of the store doesn’t keep a huge amount of stuff, most of their stock is in back.
