He's a contractor, has done work at all three sites and was very involved in the Bruce refurbishment. And true, I haven't dealt with them before, lol.

Well, obviously some people have more clout than others so hopefully your buddy has some or I just can't see it happening.

Like all things down there lately, the processes, rules, policies, etc, have just gotten stupid and way more complicated than they need to be. The process to bring someone like yourself in takes some serious effort, patience, and a host of other things to get done. Whether that is done on purpose to deter the practice is up for debate, but most who have dealt with the process all say they wouldn't want to go through it again.
