Craftmans snow blower sounds like jet engine

Son bought a new house. Previous owner left him a 10 year old Craftman Professional series 357cc snow blower. Snow blower starts up and seems to run fine as long as you have choke on. When taken off choke and moved to run the engine revs to the point it sounds like a jet engine. Engine model # is 483-SUA. Snow blower model # is 247.888301. Oil is dirty and somewhat over filled. Do not want to blow the engine up. Any ideas whats going on.

Is the governor spring still there?
 
+2 on the governor, you should see the linkage move when the machine loads up, but it's admittedly hard with a snowblower.

"Full throttle" on the controls is really just "Full speed", around 4k RPM. It should be doing that at relatively closed throttle without load.

Best thing you can do is fiddle with all the linkages and see what feels odd.
 
Problem solved. Governor linkage arm was stuck? Movement of throttle would not increase or decrease rpms. Got in there with my fingers gave it a wiggle and moved it ever so slightly. Engine runs fine now. Engine now increases and decreases rpms with the appropriate movement of throttle lever. No more Jet engine. Thanks for the help guys.

Keep a few drops of 3-1 oil or the similar for preventative measures
