Not all greenhouse gases are the same. More stable molecules - like CO2 - reflect significantly less radiation than a less stable molecule - like CO. This is why catalytic converts are important or why you see a very large flame burning near landfills and mines. But because of the higher concentration CO2 is reflecting more radiation than CO.
The author is discussing the need to cut some of the most damaging greenhouse gases. Some countries still use freon as a propellant in aerosol cans.
