Hard starting, cloudy fuel, sure sounds like water in the fuel system. My late model Yamaha two stroke outboard was miserable to start when I took it out of storage. I pulled the cowling and noticed 1/3" of water on the bottom of the fuel filter. I inspected the contents of the fuel tank and found close to half a quart of rusty coloured water in it. I drained the fuel filter, and the fuel tank, added fresh fuel and the engine started up on the second or third pull. Water in the fuel will cause starting problems but the engine will run even with water in the system. Check your fuel for water/debris.
