Cat did sell a semi truck a few years ago. Was based on an International which did not have the build quality of even Freightliner.

NO, I work for a CAT dealer this is a concept not related to CAT, AI Generated.
I asked a commercial truck mechanic and according to him and online CAT fumbled their emission technology which caused alot of warranty rrepair and downtime which isn't ideal for trucking companies.

If Caterpillar wanted to design a truck from the ground up with a 2025 sale date then they should have been testing over the last three years. Using one of the big 3 or 4 then tweaking the body panels or engines would be much less expensive for certification.
