It means the bushing was twisted enough to act as a torsion spring, holding some of the vehicle weight and increasing the ride height. It shows how much stress the bushing was already under when the car was stationary. Now, the car is only being supported by the springs/struts, the way it should be.
It's only the rubber control arm bushings that need to be tightened with the vehicle on the ground. There may be enough play in the strut-to-knuckle bolts to affect camber, but that can be adjusted during a wheel alignment if necessary.
