greetings, a little background:

2001 Chevrolet 2500HD Has done some heavy towing but largely a garage queen with light duty strictly highway miles. Mileage is 100k

Purchased new tires at my local shop several years back and at some point I noticed inside tire wear on the left front tire. I took it in to my local shop and he said i had negative camber(i believe I'm not completely knowledgeable on this area). I also had the tires balanced and rotated. As i don't drive this vehicle much it took about a year to notice that the left front tire was beginning the same wear the same place.

My local shop is booked solid for 3 weeks so I scheduled with the dealer I bought truck from. They thought I needed an alignment so I had that done($80). The truck drives much better now, but they tell me my cam bolts are rusted and that it is still -.4 out as they were unable to completely align due tu the frozen bolts.

cost is $680 to replace bolts and align to spec, what say you, does this all sound legit, thanks for your help

Negative 4 camber and you never saw that "look" that would tell ANYONE something is very wrong. This picture is around Neg 3 camber, yours would of possibly looked worse.

$680 nope, I think you got taken IF it was just labor and a couple of bolts. An alignment guy deals with rust all day long, and you just get the torch out. $680 maybe ok if they put in major suspension pieces.
 
I would wait and get an estimate from your trusted local shop. You say you don't drive the truck much, so waiting should be a reasonable option.
 
-.4 (not -4) Is fairly meaningless without the accompanying specifications and relative readings.

$680.00 is also fairly meaningless without knowing what it includes and what the local labor rate is. We can assume that 80 is for another alignment but how much are the cam bolts if they are replacing them, how much is the labor and tax? I guess we could be talking about as much as 6 hours labor or as little as 3 hours labor...

I have not done cam bolts on this year model truck, only the earlier ones but I doubt it is very difficult.

Ummmm, OP said -0.4 degrees camber. Since GM uses independent front suspension on their HD trucks it will get more negative with a load.

In a 2001 I would bet that the control arm bolts are rusted and the dealer is most likely fearing that the bolts will break even with a torch. It's a lot of money but that's the reality in the northern states where salt and especially brine is used.

Personally, I would just rotate more often and live with the fact that your tires will not last as long as they should.

the camber was out more, but they said they were able to get it down to -0.4
this part i'm not following how they were not able to get it down all the way ?
