Broken Engine Bolts

So, nearly half of the 1/2 inch headed engine mounting bolts I try to remove from Briggs and Stratton engines break off and half to be drilled out. I've sprayed on PB Blaster and let them soak overnight without a great deal of success. Any suggestions short of pulling out the oxy/acet torch?
 
steel bolts into Aluminum it is tough because the "Rust" is very tough alumunum oxide. What I would try is hit the surrounding aluminum with a map torch with goal of expanding the aluminum and not the steel bolt. Then try to unscrew them hot making sure to not side load the bolt (use T handle socket or 2 hands and ratchet). You can also try shooting liquid wrench as it cools hoping it draws into the threads as it cools. If you can get the threads moving work it back and forth a bit till it frees up before trying to remove.
