Briggs Storm Responder Generator Shroud question

I have a Briggs and Stratton Storm Responder 5500 10HP generator. My question is that it has a plastic shroud around the cylinder, it's on the lower side and can be removed. I cant remember if that was used for cold weather running to help keep in the hot air or if it was used for directing the cooling air around the cylinder better during the summer.

The plastic shield is used to keep the carburetor from icing in cold weather use. I have a older version of that same generator without the shield and have had icing of the carburetor in very cold weather. It has happened once during a ice storm.
