Brake delamination

EDIT: had someone else look at the brakes, they are worn and should be replaced soon but are in serviceable condition and within spec. No delamination or "rust" except the usual flash rusting on the outside of the rotor ribs.
Hey, I am assuming that my cousin is paying the vagina tax but she just failed her inspection. She has a 2021 Lexus ux250H with all OEM parts.
They are saying that her brake pads have delaminated and are coming apart both front and rear and that her rotors are too rusty to use.
And yes later this week I will check myself.

Without mileage and driving style description there is no chance to challenge, but pad delamination can happen, but all 8 pads? doubt that. However it would only take 2 pad per axle for the statement to be true.
 
If ~3 year old brake parts were delaminating before wear out, I'd be on the horn to Lexus for it to be covered

Rust jacking I could understand, wear out I could understand
But friction material coming off the backing plate shouldn't be happening at all 4 corners at that age
What's the mileage?
 
Rotors are delaminated? Have not heard of that, other than falling apart... I've had a pad delaminate, and there was no missing the fact that the pedal went to the floor when that happened.

I question this... the shop might be right, and it all needs to be replaced. But a 2021 shouldn't have very rusty brake parts, not unless if she takes offroad--into the ocean. It's possible that the pads are shot. Seems too new to have rust jacking under the pad. But to see that I think you have to take the pads off and really look.

Post back with what you find. It could be a stealer at work--or someone who got told the wrong thing and/or wrote the wrong thing down. At this time it seems like too little info, but the work description seems bad.
 
Hybrid? Brakes should wear slowly, unless if hard braking is used. That said, our hybrid ate its rear pads in record time--or I should say, ate one in record time. I have to clean pad ears on a yearly basis to prevent them from siezing up, but I missed one year and... they seized up. That electric parking brake puts out quite a bit of force and so while under braking those pads were probably not being used much, it still ate them up.

Not sure I'd want to go back to a shop that would write down that the rotors were delaminating. I mean, anyone can make a mistake in writing something down--but this sounds like a shop to be avoided.
 
So was it a stealership doing the initial bogus inspection or was it an indy shop?
My Stealership was trying to sell the full front pad and rotors replacement at 40k miles too, for $8-900... But it wasn't for a state inspection for plate renewal or anything official. Almost 3 years later, at 90k miles I did the pads and rotors and probably could have used the original rotors again, as at their wear rate they should've had lots of thickness left at 180k, they just had a small lip and some rust, that I could've removed.
If they were lying to the OP on a formal inspection, reporting them would be a good idea.
 
If it was the Lexus dealership that made that comment (pads or rotors "delaminated") on a nearly new Lexus, I'd insist on them doing a warranty replacement.

Delamination to the degree that the brakes "fail inspection" on a 3 year old Lexus is not a wear-related issue.
 
Figure out the authority that has jurisdiction over state inspection stations and have them do an audit.
