Is a there a cheap tool which can hook up to the throttle and allow it to be partially opened? I want some threaded fastener adjustment so that the RPM can be controlled. I am sure Snap-On etc probably makes a professional tool for this but I am looking for something which costs less than $10.00

All it really needs is a hook to hang from the hood at one end and a strong clamp at the other end to hook up in to throttle cable or mechanism and some threaded faster in between to change the length.

I myself have used string along with eye bolts and nuts to do this. I have done this with carbureted cars and with fuel injected cars. I thought I would only use the contraption once but I've used it on numerous occassions and now keep it in a special place in my tool box.

I see quite a few people with bike brake levers mounted on the shifter. Seems like it'd be hard to operate the throttle with your right hand while juggling the clutch and brake.

Bicycle shifters or brake levers. Or simply a threaded adjuster made from a bolt and coupling nut, depending on how much cable you need to take up.

I am going to drive like that because I have a lazy feet.

Come on, what kind of question was that??

Kidding aside, it is like like seafoam thingy (actually 3M) but I would be doing it without a helper to hold the throttle for 10-15 minutes.

its not for driving. It's for running higher rpms for winching, welding and sometimes used in a tough spot such as a bad hill. Lets the driver work the brakes and clutch without fear of rolling back .

I saw a great idea on youtube. Take needle nose locking plier and clamp it on the throttle stop. By choosing the correct clamping angle, one can control the throttle opening. There is no adjustment though.
