Interesting. I saw a PBS special recently and apparently owning large cats ie tigers, Lions, Panthers etc is completely legal in Indiana without any type of permit or training needed. I guess they're in the process to change that. I'm guessing that the map is for personal ownership of kangaroos? I think Kentucky has an Australian zoo that has kangaroos.
