I know to use distilled if handy. So, why doesn't water freeze while inside the caps?

The water mixes with the battery electrolyte (sulfuric acid)further diluting it. The freeze point of the electrolyte will vary with concentration (expressed in specific gravity).

A dead battery will freeze at 32*f and a fully charged will not.I do not know the exact temps of a charged battery .As mentioned (expressed in specific gravity).
