Yeah, the fine working of our legal system that has mostly run ladder and light aircraft manufacturing out of the country, left areas short doctors, but spared vicious dogs. Perhaps like the shark not biting the lawyer? Professional courtesy?

Why wouldn't we want to hold someone responsible if their dog attacks?

To me, the legal system is far worse than dog bites or the consequences thereof. The system only works for itself, it does not serve the greater good, or any victim. It has lost its original purpose and continues to create misery. How do you enable someone to ruin lives? Give em a lawyer's license.
